The Tulsa Transportation Management Area (TTMA) Trails Master Plan offers recommendations for improving community access to outdoor resources by building a network of off-road multipurpose paved trails. The purpose of this Master Plan is to address the trail needs of community residents related to recreation, transportation, and economic pursuits. The plan addresses policies, programs, and physical improvements that should be implemented to improve access to recreation resources and improve transportation efficiency throughout the community. 

The TTMA Trails Master Plan identifies 44 trail corridors and 27 on-street corridors throughout the metro area that should be developed in the next 15 years. The plan was developed by the Indian Nations Council of Governments (INCOG) in association with a steering committee of citizens, a team of national and local consultants, and residents of the metro area through a series of public workshops. The TTMA Trails Master Plan used a combination of GIS analysis and a custom phasing evaluation matrix in an effort to create a method of looking at the elements of the planning and prioritization process in the most objective manner. 

In January of 2000, five local governments within the TTMA submitted competitive applications to the Oklahoma Department of Transportation T-21 Enhancement program for trails defined within the Master Plan. Of the five communities, four were funded for a total of $5,058,393.44 representing 26% of the total statewide funding of $19.7 million.
