The Oklahoma City Parks and Recreation Comprehensive Plan fulfills the Parks Plan component set forth within the Oklahoma City Comprehensive Plan under the Parks and Open Space section. Requirements of the Park Plan included conducting a survey to determine the type of parks and park facilities citizens prefer, setting forth standards for parks and open space in Oklahoma City, and developing recommendations for acquiring and developing parks and open space to serve new residential growth developments.

The Mission Statement of the Oklahoma City Parks and Recreation Department is: "To promote the highest quality of life and to stimulate the economic viability of this great city by providing beautiful parks, public areas, and quality cultural and leisure time opportunities for our citizens."  The mission statement of the Oklahoma City Parks and Recreation Department was used as an overall guide to developing the proposed park system plan. 

An extensive list of park improvements were identified, prioritized, and grouped into phases of 0-5 years, 5-10 years, 10-15 years, and 15+ years . The list includes, but is not limited to, the following types of items: 

  • Items that have been funded or approved for funds through the 1995 and 2000 Oklahoma City general obligation (G.O.) bond issues. 

  • Items identified as highest priority by the community survey (needs assessment), i.e. pedestrian facilities, programs/facilities for school age teenagers and children, and upgrading park facilities. 

  • Items identified as needed to meet ADA requirements. 

  • Items identified as needed according to the facility standards analysis. 

  • Items identified as in need of great repair based on condition listed in inventory. 

  • Standard support facilities (includes drinking fountains, benches, bike racks, trash receptacles, lighting, signage, tree plantings, portable restrooms) 

  • Items identified in definition of appropriate types of facilities for each park type.
